PVHA Office Closed – Services are Available

Note: Procedures for submitting Applications, making payments, picking up plans and more are highlighted below.

In an effort to slow the spread of the Covid-19 virus, we are following the guidance and recommendations of Federal, State and Local authorities and have closed our doors to the public until April 19th, 2020.  At that time, a determination will be made to reopen or remain closed.  We understand this presents an inconvenience and your patience is appreciated during these extraordinary times.

Most of the services we provide will still be available but the recommendations regarding social distancing and sterilization have limited our ability to work hands-on with homeowners and has eliminated the opportunity for homeowners, architects, contractors, etc. to review plans at the counter.  As a result, only one staff member will be in the office to field emails, receive phone messages, return call requests, take in applications and perform all other required clerical tasks.  The rest of the staff will be working remotely – handling inspections, writing reports and minutes, responding to emails, returning phone calls and doing whatever is necessary to keep your projects moving during this transitional period.

Please be aware that you may experience some delays from the staff as well as the Art Jury as they can no longer meet in close proximity to review applications.  In order for PVHA staff to operate more efficiently and avoid unnecessary delays, we ask that you follow the following procedures.

HOW TO PROCEED for general assistance:

  • EMAIL ALL INQUIRIES TO pvha@pvha.org.
  • Provide your name, phone number and a brief explanation for your email.  If your inquiry is associated with a specific project, provide that property owner’s name and the address of the property.
  • If you want your email forwarded to a specific staff member, please provide ATTN TO:  in the subject line. 
  • Emails will be answered in the order they are received. 
  • If you do not use email, we fully expect you to call our office.  However, you will be prompted to leave a message.  A staff member will call you at their earliest convenience.

HOW TO PROCEED for submitting Applications++

1. NEW TO THE PROCESS?  REFER TO THE ARCHITECT’S KIT.*

Everything a homeowner needs to know about their responsibility to the Palos Verdes Homes Association, their immediate neighborhood and the community at large can be found in the Architect’s Kit…except the next step.

2. DETERMINING THE CORRECT APPLICATION AND FEES.

Email us at pvha@pvha.org.  Provide your name, phone number and type of submittal.  We will call you to ascertain which application is required and the fee amount.  We will also determine if the project is small enough to accept electronic files.

3. DOWNLOAD AND FILL OUT THE APPROPRIATE APPLICATION.*

Applications do vary. Fill it out to the best of your knowledge and be as detailed as possible. Be sure to read all the information on the application and compile any additional required documents (ie: photographs of entire house and yard areas). See step 5 below. If the application is incomplete, we will assist you as necessary.

4.   FILL OUT A CREDIT CARD PAYMENT AUTHORIZATION FORM.*

Email the completed and signed Authorization form to pvha@pvha.org.

IMPORTANT!!! DO NOT LEAVE THE AUTHORIZATION FORM IN THE BIN WITH YOUR  APPLICATION PACKET.

PVHA shall not be held responsible for any person’s inability to follow the direction above.

5.  ROLL ALL REQUIRED DOCUMENTS IN OR AROUND YOUR PLANS AND PLACE THEM IN THE LARGE BIN PROVIDED IN FRONT OF OUR OFFICE DOOR.

The required documents shall include:

  • Completed application(s) including signatures
  • Photographs of all sides of the residence and of the front and rear yards associated with the application
  • Architectural drawings showing the proposed scope of work (refer to Architect’s Kit)

HOW TO PROCEED if you are resubmitting plans, require stamps or picking up plans++

If you are resubmitting plans:

  • Provide new set of drawings along with previously reviewed sets.
  • Bundle the plans and place them in the bin.
  • Notify us by email or wrap a note around bundle that you are resubmitting plans for review.
  • If any payment is required, provide a completed and signed authorization form per Step 4 above.

If you require PVHA/Art Jury Approval stamps for permits:

  • Notify us by email before dropping any plans off for stamps and verify that we have one set of approved working drawings in our files.
  • Provide min. two additional sets for Building and Safety and place them in the bin.
  • We will review and compare the sets for sameness prior to stamping.
  • The two additional sets must be identical to the PVHA approved set.  Provide one additional set of any sheets that may have changed during plan check or were not included in our approved set such as structural details, title 24 energy notes or the like.  Any deviation in the design from the PVHA approved set will cause delays.

If you need to pick up drawings:

  • Download and complete the PLAN RELEASE FORM*
  • PVHA will notify you when your plans are ready to be picked up.
  • Email the signed release form to pvha@pvha.org.
  • The plans will be placed in the bin.   If you cannot come by that day, then we would ask that you provide a date when you can pick up the drawings so we can arrange to have the plans in the bin that day.

++Bins will be rotated at the end of the day. The documents collected during that day will remain in the bin for an additional 24 hours to alleviate the threat posed by active viral
